If a technical issue arises with Zoom video or the listening phone dial-in option, the Town Council meeting will continue unless a Councilmember is participating remotely pursuant to the provisions of Government Code Section 54953.8.3. 

 

Providing Public Comment During the Meeting

Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting.

 

If a Councilmember participates from the meeting in another location that is listed on the agenda, the public may attend and provide comment only at the in-person meeting locations listed. If a Councilmember participates remotely for “just cause” under California Government Code Section 54953.8.3 and no remote location is listed, the public may attend and provide comments on Zoom.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.

  1. Approve a Professional Services Agreement with Brelje & Race for the design of a new switchboard for the Water Reclamation Facility (WRF) in the amount of $440,000 (which includes an additional 10% contingency) and authorize the Town Manager to execute said agreement and approve contract documents and amendments up to the authorized budget and scope of work on behalf of the Town.
  2. Approve a Professional Services Agreement with Black & Veatch for a Microgrid Feasibility Study in the amount of $150,000 and authorize the Town Manager to execute said Agreement and approve contract documents and amendments up to the authorized budget and scope of work on behalf of the Town.

Award a Minor Construction Agreement to S. Whiteford Enterprises, LLC, in the amount of $116,608.33, for the construction of the Town Green Park Playground Pour-in-Place Rubberized Surface Replacement Project and authorize the Town Manager to execute said construction contract and any required construction change orders up to the project budget amount of $126,000, on behalf of the Town.

Animal Care, Sheltering, and Animal Control Services 

 

By motion: 

  1. Approve termination of the Professional Services Agreement with North Bay Animal Services (NBAS) effective March 31, 2026. 
  2. Authorize the Town Manager to negotiate and enter into an interim agreement with a provider for Animal Care and Sheltering services with a total not to exceed $68,000, for the period April 1 through June 30, 2026, and execute on behalf of the Town. 
  3. Authorize the Town Manager to negotiate and enter into an interim agreement(s) with a provider(s) for Animal Control Services with a total not to exceed $60,000, for the period April 1 through June 30, 2026, and execute on behalf of the Town.
  4. Authorize a General Fund budget amendment of $60,000 to the adopted appropriations in the FY 25/26 budget.

Ordinance Amending Title IV, Chapter 5, Article 7 to Establish Radar-Enforceable Speed Limits
