Town Council Agenda staff reports are available on the Town's website (www.townofwindsor.ca.gov). If an Agenda item has not been highlighted, no written report is available. (Please note that some reports may be large documents that require a long loading time.) The agenda and staff reports will be available for public review at the Civic Center, 9291 Old Redwood Highway, Building 400, at least 24 hours in advance of the meeting.
In compliance with the Americans with Disabilities Act: If you need special assistance to attend or participate in a Town Council meeting, please contact the Town Clerk's office at townclerk@townofwindsor.ca.gov. Notification at least 48 hours prior to the meeting will assist Town staff in ensuring reasonable accommodations are made to provide accessibility to the meeting.
As a public service to the community, Town Council meetings are held in-person, and viewable through a live webcast on Zoom, at https://townofwindsor.zoom.us/j/89338659973 or by dialing 877-853-5247 and entering Zoom Webinar ID: 893 3865 9973, televised on Comcast Cable Channel 27, on AT&T U-verse Channel 99 and live webcasted at http://townofwindsor.ca.gov/721/Agendas-Minutes-Videos. If a technical issue arises with Zoom video or the listening phone dial-in option, the Town Council meeting will continue unless a Councilmember is participating remotely pursuant to the provisions of Government Code Section 54953.8.3.
Providing Public Comment During the Meeting
Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting.
If a Councilmember participates from the meeting in another location that is listed on the agenda, the public may attend and provide comment only at the in-person meeting locations listed. If a Councilmember participates remotely for “just cause” under California Government Code Section 54953.8.3 and no remote location is listed, the public may attend and provide comments on Zoom.

The public is advised that pursuant to Government Code Section 54957.5 all writings and supplemental materials submitted to the Town Council are public records and will be made available for public review, unless otherwise exempt from disclosure, on the Town's website at www.townofwindsor.ca.gov, or by email upon request. Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.
Consent Calendar items are viewed as routine in nature or require little or no further discussion by the Council, public or applicant, and will be acted upon through a single motion.

Approve a Professional Services Agreement for On-Call Sewer Collection System CCTV Assessment with Roy’s Sewer Service Inc.

Approve a Professional Service Agreement with RH Borden and Company for sewer collection system acoustic assessments and manhole inspections in an amount not to exceed $210,006 for the Term of the Agreement and authorize the Town Manager to execute said agreement and approve contract documentation and amendments up to the authorized budget and scope of work on behalf of the Town.
Award Minor Construction Agreement for the Town Green Park Playground Pour-in-Place Rubberized Surface Replacement Project
Award a Minor Construction Agreement to S. Whiteford Enterprises, LLC, in the amount of $116,608.33, for the construction of the Town Green Park Playground Pour-in-Place Rubberized Surface Replacement Project and authorize the Town Manager to execute said construction contract and any required construction change orders up to the project budget amount of $126,000, on behalf of the Town.

Introduce and hold first reading, by title only, an ordinance amending Title IV, Chapter 5, Article 7, “Speed Limits”, of the Code of the Town of Windsor setting radar-enforceable speed limits for designated Town streets.
Adopt a Resolution Approving the Windsor Active Transportation Plan (ATP)
Adopt a resolution approving the Windsor Active Transportation Plan (ATP) and authorizing the Town Manager to approve future non-consequential ATP changes.
